Harbor Council

The Harbor Council governs Marrow's Cliff's harbor operations and controls seven of the city's eleven lift towers. Its Varnhall Company representation collapsed after Ossin publicly exposed the company's altered manifests, and it issued the party a letter of passage while accepting the Varnhall ledger as evidence.

Ossin exposes darkened alterations in Varnhall Company manifest entries before the Harbor Council.
